Black Wolf Options is a general engineering contractor whose principal contracting business is in connection with fixed works requiring specialized engineering knowledge and skill, including the following divisions or subjects: irrigation, drainage, water power, water supply, flood control, inland waterways, harbors, docks and wharves, shipyards and ports, dams and hydroelectric projects, levees, river control and reclamation works, railroads, highways, streets and roads, tunnels, airports and airways, sewers and sewage disposal plants and systems, waste reduction plants, bridges, overpasses, underpasses and other similar works, pipelines and other systems for the transmission of petroleum and other liquid or gaseous substances, parks, playgrounds and other recreational works, refineries, chemical plants and similar industrial plants requiring specialized engineering knowledge and skill, powerhouses, power plants and other utility plants and installations, mines and metallurgical plants, land leveling and earthmoving projects, excavating, grading, trenching, paving and surfacing work and cement and concrete works in connection with the above mentioned fixed works.

Lead Estimator, Project Manager, and President in charge of estimating and project operations since 1988. Black Wolf Options is a general engineering contractor who specializes in slide repairs and deep foundation systems for bridges, roadways, buildings, and temporary shoring structures utilizing CIDH piles, soldier piles, tiebacks, micro-piles, soil nails, helical piles, structural shotcrete, and concrete. Mr. Silveira has performed 30 to 40 jobs per year as a prime contractor and subcontractor. By building relationships with owners, engineers, and general contractors Mr. Silveira was able to secure work through design build and competitive bidding of public works and private projects. Mr. Silveira played a leading role in growing a company from a volume of 1.2 million in 1997 to 16.3 million in 2020. Mr. Silveira partnered and worked for agencies such as Caltrans, BART, SFPUC, EBMUD, Contra Costa County, Napa County, Marin County, Santa Cruz County, City of Belmont, City of San Bruno and many other varies public and private agencies. Mr. Silveira created relationships with owners, engineers, and general contractors by providing construction services that met plans and specifications, schedule and budget which created repeat business. Mr. Silveira developed and educated foreman in reading of plans, job survey, layout, excavation, and formwork so that he could perform public work jobs as a general contractor and a specialty subcontractor. Mr. Silveira has partnered with owners, engineers, and general contractors to develop access plans for heavy equipment such as drill rigs, cranes, concrete pumps, and concrete trucks while maintaining contract requirements for traffic control, staging and environmental constraints for highway bridges, roadways and slide repairs for Caltrans and other public work agencies. Mr. Silveira is an expert in the design and construction of deep foundation support systems, deep excavations, and slide repairs. Mr. Silveira has extensive knowledge and experience with bid documents, special provisions and standard specifications used for public works construction projects. Mr. Silveira is managing and coordinating Black Wolf Options and projects to ensure that stakeholder expectations are met, and all goals are achieved with regards to schedule, safety, quality, and cost. Mr. Silveira manages and coaches’ office staff, including estimators and project managers, a contract administrator/ bid coordinator, account payable/accounts receivable/job costing controller along with a shop mechanic.
Gary W. Gorski is a construction attorney of over 30 years with extensive claims and construction experience. Having in house legal counsel is a substantial benefit in retaining Black Wolf Options, and by partnering with Black Wolf Options, all claims are processed by in-house counsel so that our partners don't have to worry about legal costs as our bids include this benefit, free of charge. Therefore, risk is mitigated at the time of bid.
Mr. Dewald has 30 years residential construction experience, including, but not limited to, electrical, fabrication, welding, drainage and irrigation, plumbing, framing, and solar installation.
Mr. Karalash is the logistical and support manager, and controller.
